{"fileID":652458,"siteID":1,"title":"河南积极推进适箱货物“散改集”运输","linkTitle":"","catalogs":"","subTitle":"","isExclusive":0,"articleWordCount":576,"leadTitle":"","source":"中国水运报","sourceID":0,"editor":"龚子琛","modifyTime":"2023-05-08 10:11:48","note":"","author":"全媒记者 杨柳 通讯员 裴彤","authorID":0,"liability":"","abstract":"","publishTime":"2023-05-08 10:11:48","articleType":0,"keywords":"","countRatio":1,"countClick":139,"countDiscuss":0,"countPraise":0,"countShare":0,"countShareClick":0,"pic3":"","pic2":"","pic1":"http://app.zgsyb.com/data/1/images/2023/0508/16835114306671904_800x452.jpg","bigPic":0,"tag":"","shortTitle":"","content":"<p style=\"text-indent: 2em; text-align: justify;\">近日，河南省交通运输厅印发《河南省交通运输行业绿色低碳转型战略2023年工作任务分解方案》（简称《方案》），提出要大力发展多式联运，研究开展第四批省级多式联运示范工程创建，积极推进适箱货物“散改集”运输，集装箱货运量同比增长15％以上。</p><p style=\"text-indent: 2em; text-align: justify;\">《方案》提出了持续推进大宗货物“公转铁”“公转水”，加快新能源车船推广应用，优化运输组织效能，促进“交通基础设施＋能源”融合发展等8项重点任务。</p><p style=\"text-indent: 2em; text-align: justify;\">《方案》明确，配合发改部门，加快实施铁路专用线进企入园工程，力争开工建设3条铁路专用线，建设完成2条以上铁路专用线；加快实施内河水运通江达海工程，全力推动“两河两港”等内河航运项目建设，全年完成投资40亿元；全省铁路货运量（含发送和到达）较2022年增长1000万吨以上，内河航道水路货运量突破5000万吨。</p><p style=\"text-indent: 2em; text-align: justify;\">同时，河南将加快新能源船推广应用，积极推进船舶岸电设施改造，计划2023年底前改造船舶293艘，各新（扩）建码头同步规划、同步建设岸电设施，并启动一批零碳服务区、零碳港口、（近）零碳物流园区等低碳试点项目建设，探索形成可复制、可推广的经验，促进“交通基础设施＋能源”融合发展。</p><p style=\"text-indent: 2em; text-align: justify;\">此外，河南将加快构建低碳绿色监管体系，通过开展交通运输碳排放统计监测系统建设，将碳减排纳入交通运输绿色发展评估体系，研究制定有效的监督考核与责任追究制度，建立健全交通运输绿色发展监管体制。</p>","extField":{"catalogName":"","articleExt":[],"att":[],"images":0,"videos":0},"isHide":0,"columnID":3009,"columnName":"热闻","columnStyle":0,"discussClosed":0,"countClickInit":0,"fullColumn":"热闻","articleUrl":"","specialId":0,"linkID":0,"articleExt":[],"ipCity":"","att":[],"shareIcon":"","images":[],"videos":0,"videoExif":{},"htmlAbstract":"","relArticle":[]}
